views - Graduated Licences

the Road Safety Advisory Panel [which does/is what it says on the tin] is considering graduated licences for car drivers (as per quote). I'm sure this is driven [npi] by an increasing awareness that newly-qualified, and mostly young, drivers are seriously over-represented in KSI stats.

Bikes have had various forms of graduated licences now since about 1996. With that experience, what are your views on whether that system has helped road safety ? Given that cars are essentially still at the "pass your test then drive your Dad's 800hp Lambourgini" stage...

Horse, you have a relatively good knowledge of formal road safety research, do you know whether there have been studies of effectiveness of graduated bike licences ? This may have come up x years ago in the run-up to this year's changes...

Ok, unqualified opinion coming up. cynical maybe but still an opinion.

I believe that, as with the different access levels for bikes, this is all about appearing to do the right thing rather than actually doing the right thing.

I think the spirit of the group would be to watch someone else do it and then comment on the technique.

If there's a good selection, just pick the one most appropriate?
